A glossy catalogue is not a document. Here is what the supplier must provide by law, what else is worth asking for, and how to tell what you are actually being offered.
The legal minimum under EU law
Floor coverings are construction products and fall under Regulation (EU) No 305/2011 (CPR). The harmonised standard that applies to them is EN 14041 — "Resilient, textile and laminate floor coverings. Essential characteristics".
Two obligations follow from this.
1. Declaration of Performance (DoP)
The DoP is the document in which the manufacturer declares, under its own responsibility, the measured characteristics of the product.
What it must contain:
- unique identification code of the product;
- intended use;
- name and address of the manufacturer;
- system of assessment and verification of constancy of performance;
- reference to the harmonised standard (EN 14041);
- a performance table with actual values;
- date, signature and position of the signatory.
The performance table is the key part. Wording such as "complies with the standard" without specific values does not constitute a document.
2. CE marking
It is applied to the packaging and means that the manufacturer has declared conformity with the CPR. Without CE marking a floor covering cannot legally be sold in the EU.
CE is not a quality mark and not a certificate. It is the manufacturer's statement that the characteristics have been measured and declared. Quality is determined by the figures in the DoP, not by the presence of the symbol.
What a DoP for a vinyl floor covering must contain
| Characteristic | What it means | Typical value |
|---|---|---|
| Reaction to fire | behaviour in a fire | Bfl-s1 for commercial coverings |
| Formaldehyde emission | emission of volatile compounds | E1 (lowest level) |
| Pentachlorophenol content | hazardous substance | none |
| Watertightness | for resilient coverings | confirmed |
| Slip resistance | safety | DS or a class to DIN 51130 |
| Electrostatic behaviour | charge build-up | value in kV |
| Thermal conductivity | compatibility with underfloor heating | W/m·K |
What else to request
The DoP covers the basic safety characteristics. Performance parameters are declared separately — and it is those that determine how long the covering will last.
Use class to EN ISO 10874 — 32, 33, 34. With the abrasion group stated (T is the most resistant) to EN 660-2.
Wear layer thickness as a separate line. Not the overall thickness. The difference between 0.15 and 0.3 mm is a twofold difference in service life; more detail in the article on thickness and wear layer.
Residual indentation to EN 433 — how the covering copes with point loads from furniture and equipment.
Castor chair resistance to EN 425 — critical for offices with wheeled chairs and for warehouses.
Dimensional stability to EN 434 — for rooms with direct sunlight and underfloor heating.
Slip class — R9/R10/R11 to DIN 51130 and/or classes 1–3 to CTE DB-SUA. For commercial kitchens, washrooms and entrance areas this is a regulatory requirement, not a preference.
Technical data sheet — the manufacturer's summary document with all parameters.
Installation and maintenance instructions — in a warranty claim the first thing the supplier will ask is whether they were followed.
Spanish regulations that apply to flooring
CTE DB-SI (fire safety). For coverings in public buildings and on escape routes, reaction-to-fire class Bfl-s1 is required. Without it, use in a public space is unlawful.
CTE DB-SUA (safety in use). It sets the required slip resistance class according to the type of room and the presence of moisture: class 1, 2 or 3. Commercial kitchens, washrooms, entrance areas and poolside areas require higher classes.
For tenders and design documentation these two documents are always requested.
Five signs that the documents do not exist
- A catalogue arrives in response to your request — nice photographs instead of a declaration.
- "Complies with European standards" is claimed without naming the specific standard and without values.
- The class appears only in the product description and is not backed by any document.
- Only the overall thickness is quoted, and questions about the wear layer get evasive answers.
- There is no CE marking on the packaging.
Each of these points means either that the documents do not exist, or that the supplier has not read them.
Why this matters to the buyer
For a private client. A warranty only covers declared characteristics. A class stated in advertising but absent from the documents counts for nothing in a dispute.
For a commercial property. Fire inspectors and regulators check the documentation for finishing materials. A covering without Bfl-s1 in a public space means an enforcement notice and removal at your own expense.
For a designer. Without a DoP the material cannot be entered into the design or the as-built documentation.
For a tender. A complete document set is a condition of admission. A single missing document means the bid is rejected.
Our documents
We supply a full document set for every product line:
- declaration of performance — DoP #2 of 24/04/2025;
- CE marking to EN 14041;
- use class to EN ISO 10874: 32 for coverings with a 0.3 mm wear layer, 33 for 0.4 mm;
- reaction to fire — Bfl-s1;
- emission — E1;
- technical characteristics: overall and wear layer thickness, weight per m², residual indentation, dimensional stability, thermal effusivity;
- certificates of conformity for Lino Plast products.
Documents are available on request in electronic form and are suitable for tender and design documentation.
Catalogues: glue-down LVT, commercial sheet vinyl.
FAQ
What is a DoP? The declaration of performance is a mandatory document in which the manufacturer states the measured values of the product. For floor coverings it is drawn up to EN 14041.
Is CE marking a quality certificate? No. It is the manufacturer's declaration of conformity with the EU regulation. Quality is determined by the specific values in the declaration.
Is Bfl-s1 mandatory? For coverings in public buildings, yes, under CTE DB-SI. For private housing there is no formal requirement.
What does E1 mean? The lowest formaldehyde emission class. It matters for housing, schools and healthcare facilities.
Which documents are needed for a tender? DoP, CE marking to EN 14041, evidence of the class to EN ISO 10874, Bfl-s1, E1 and the technical data sheet. We provide the full set for every product line.
How can the authenticity of a DoP be checked? The declaration states the product identification code and the manufacturer's details. They can be verified directly with the manufacturer.
